Missing floterials in New Hampshire

Issue Description: Floterial districts seem to be missing for the two New Hampshire addresses I checked. Both addresses were also represented by Hillsborough 44 (floterial), but they weren't in the results. Though maybe floterials will go away with redistricting!

@snpgdrgns I believe we've added the correct NH districts (including floterials). Can you verify this?
