Update install guide for 18.04 #1999

The install guide currently say:

These instructions are based on Ubuntu 12.04 LTS, which is the platform used by the OSMF servers.

That's quite outdated! The OSMF servers are now on 18.04 LTS. Moreover, 12.04 is somewhat unlikely to be what a developer is running on their own system!

We should update the installation guide to be for 18.04

Ah, this is just a typo, the notes are for 16.04 and are fine for now.
