Ignored issue reports by deleted users reappear in "new reports" #3057

For those with moderator access, this has just happened at https://www.openstreetmap.org/issues/820 .

A user (A) reported another user (B) on 22 July 2020 at 14:38. User "A" later deleted their account. I ignored the issue. Another user (C) reported B on 17 January 2021 at 06:31. Issue 820 now has 2 "New Reports" on it, the ones from 17 January 2021 at 06:31 (correct) but also the one from 22 July 2020 at 14:38 (not correct).

I don't have access to that issue and in any case it looks like you have changed it now but I don't see any way from the code that this could happen - the "new reports" is all those where updated_at is greater than the resolved_at on the issue and looking at the database that would only include the most recent report so I'm a bit mystified...

I've also failed to reproduce it after setting up an equivalent issue in my test database.
