Remote control + edit link + reload behaviour regression

Before the hash changes if you had your editor set to RemoteControl (JOSM) and clicked edit then hit reload, I believe you had hte page reload but didn'thave another RemoteControl request issued.

Now if you click edit it takes you to a URL like http://www.openstreetmap.org/edit#map=18/49.14010/-123.08919 and if you hit reload it resends the RemoteControl request, which is repeating the action, not reloading the page.

Surprisingly, scrolling around does not fix this. The URL remains an edit URL.

The edit tab shouldn't be active with no editor open in browse.
