Prohibit automatically submitting website forms

The website has a number of forms that require user interaction such as account signup, acknowledging a user block, and agreeing to oauth authorization. These forms are not designed for applications t fill out on a user's behalf, but there is nothing prohibiting it in the API terms.

If we want these actions to be taken by software, we should instead offer APIs to take those actions.

Implementation would take place in https://github.com/openstreetmap/owg-website
