@dismantl is this an intentional pull request? What issue does it address?

it's intentional. I packaged tcprelay, which is a helpful utility for debugging networking problems

FWIW, it's not showing up in menuconfig. I can find it with ./scripts/feeds list commotion but I get a "not installed" error when I try to uninstall and reinstall it.

Maybe try ./scripts/feeds update -a; ./scripts/feeds/install -a. When I use this feed branch on a new build, it shows up in menuconfig for me.
