The ETX tooltip in OLSR links doesn't serve a purpose (there's no information displayed in the tooltip).

This is actually a luci-commotion issue. The file in question is https://github.com/opentechinstitute/luci-commotion/blob/master/luasrc/view/commotion/nearby_md.htm#L115

ETX is discussed here: http://www.olsr.org/docs/README-Link-Quality.html
