Type Tool only enabled in TR levels after delay

Describe the bug
The disabled icon displays for a short while when activating the Type tool on a Toonz Raster level. While that icon displays, trying to use the Type tool won't work and the warning message appears that the tool doesn't work on this level type. Depending on the scene, sometimes the delay is pretty short, sometimes it is longer. Usually after a few seconds, OT enables the Type tool. This only happens the first time trying to use the type tool on a Toonz Raster level in an OT session. Once the type tool has been active on a Toonz Raster level, there is no longer a delay.

This likely results in some users thinking the Type tool only works on vector levels.

To Reproduce

1. Open OT and load a scene with a Toonz Raster level
2. Click on a frame in the Toonz Raster level
3. Switch to the Type Tool (Y)
4. Try to click & type in the viewer

Expected behavior
No delay when enabling the Type tool for a Toonz Raster level. The best solution would be to enable the Type tool on raster levels too so that it would never need to be disabled 😁
