Support storage cache for action task

Summary

• Refactored action_dataset_adapter.py for storage cache
  • Datumaro is in charge of merging categories and reindexing labels instead of OTX
• Cache-able subsets are TRAINING, VALIDATION, UNLABELED, PSEUDOLABELED only
