dpdk: Use DPDK 16.11.9 release.

Modify travis linux build script to use the latest
DPDK stable release 16.11.9. Update docs for latest
DPDK stable releases. Note 16.11.9 is the final support
release for the 16.11 series, no further support releases
for DPDK 16.11 are expected.
