Linksys WRT3200ACM v22.03.0-rc6
After reboot with correct 2.4GHz WiFi settings (WPA2-PSK, auto cipher, ch.10, WMM OFF): all Feit smart plugs receive IP addresses and work, but many other more advanced devices don't get IP addresses assigned, like Google Nest Hub.

If I wait several minutes after reboot for the smart plugs to all be assigned IP addresses, then turn WMM ON, the remaining more advanced devices now receive IP addresses, and the smart plugs keep their assigned IP addresses and still work.
This manual procedure after each reboot seems to allow me to use Feit smart plugs on my 2.4GHz network, along with more advanced devices. Could this procedure be automated? Is there a better / recommended solution? Am I missing something that would make it easier to use all my devices on the 2.4 GHz network? Any suggestions / help would be most appreciated! Thanks!!

The best solution I found from other users seems to permanently fix smart plugs and lights by using separate interfaces on radio1, 2.4 GHz band: wlan1 WMM Mode enabled for modern devices; wlan1-1 WMM Mode disabled + Allow legacy 802.11b rates enabled for IoT devices. This solution offers the best range for IoT devices on radio1, instead of radio2 which uses a single internal antenna:

radio2 is not an option since it is sometimes used by the DFS and it also uses an internal antenna which is less sensitive."
