Identities for edge routers with tunneling enabled sometimes show hasEdgeRouterConnection=false even though everything is OK #2007

I've hit a situation with Ziti 1.0 around the identity created by a Ziti router that has the tunneler enabled. I've seen this a couple of times now.

The situation - the router is registered and online. The identity for the tunneler has an API session, however Ziti is saying it does not have an edge router connection (hasEdgeRouterConnection=false in the management API JSON response)

Everything seems to work just fine.

This is causing some reporting issues in my control application, where the definition of an "online" endpoint is one that has both an API session and an edge router connection.
