Investigate zrok.proxy.v1 bootstrapping and migration with the new OAuth configuration values. Might need to go to zrok.proxy.v2.

The host_match property in the frontend is overridden with new uses with OAuth. Might need to detangle the various uses of this configuration.

OauthConfig.HashKeyRaw should support arbitrary hash keys, which should be hashed to the 16-byte length required for internal use.
