[release-4.4] Bug 1804831: Reinstate v1alpha2 operatorgroup #1303

Conversation

openshift-cherrypick-robot

This is an automated cherry-pick of #1300

/assign awgreene

The v1alpha2 version of the operatorgroup crd in the 4.4 OpenShift
release was not properly deprecated. Adding back that version to
the crd spc.
