Fail gracefully when client-ca file is not set or doesn't exist #2358

There is not validation enforcing that the --client-ca flag be set. Even if there was, we are currently eating the error on NewCertPoolStore if, for example, the file does not exist. This results in a nil deref farther down the code path.

The PR returns on error so we gracefully handle the situation.

Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
