go.*,vendor: Bump the sigs.k8s.io/kind dependency to v0.12.0 #2714

Description of the change:
Update the sigs.k8s.io/kind dependency that's used in the e2e suite's kind provisioner to the v0.12.0 release which is based on top of k8s 1.23.

Motivation for the change:
Avoid skew between the client and server k8s dependencies in this repository.
