Restrict the list of entity useable for sending card

Add in state definition , in usercard a new field named publisherList

If field is present , the user can send a card the corresponding state only if is member of an entity in publisherList

The list of entities proposed to the user for card sending shall take into account this field

The field is of the same for as in https://opfab.github.io/documentation/current/reference_doc/#restrict_possible_recipients
