Updates to GSoC Project Ideas

All GSoC project ideas on our wiki are going through an internal review process to make sure they're clear and to minimize roadblocks once the coding period starts. As a result, we'll be updating the project ideas on the wiki from time to time, and we just released some updates (PR: oppia/oppia-web-developer-docs#135).

The following projects were updated:

• Fix Validation Errors
• Dockerize Oppia
• Developer Workflow Release Dashboard
• Normalize Usage of Feature Flags

The following projects were removed:

• Developer Workflow Telemetry Dashboard
• Implementing the “needs guiding responses” section of the lesson analytics dashboard

We removed these projects because we found that we didn't have the resources to support so many projects, and these had no draft proposals submitted for them yet.
