Allow bulk assigning skills to a topic in the topics + skills dashboard #10668

Currently, if multiple skills need to be assigned to a topic, the user has to click on individual skills in the topics and skills dashboard and assign them to a topic. It would be convenient to have a bulk-assign option for this. It would be useful to introduce a generic bulk selection feature that allows assigning to skills or deletion in bulk.

Note: we should not support bulk deletion. Deleting a skill is serious business and should only happen very rarely as it has knock-on effects. Bulk assignment is sufficient.
