Add support for explicit definition of compartment and region in Ansible role

Currently the Ansible role installs the driver without allowing for configuration of compartment or region (requiring use of the OCI metadata endpoint). The Ansible role should accept compartment and region as arguments and if set should output them in the templated driver config file.

From using it, I'd say a better experience is just to provide a path to config file (config.yaml) rather than individually configuring all the parts in ansible vars which isn't much fun.

Ansible role will be removed in favour of DaemonSet deployment
