To support oras-project/oras#952, need to introduce a new option to

  1. ignore ReferrersError occurred for oras.Copy, or
  2. skip deleting dangling referrer index for oras.Copy

Open for any other suggestion.

We should add a repository-level switch, say ReferrersGc, which user can use to disable deleting dangling referrers index for all command operated on the remote registry.
