This breaks encapsulation and requires more complex code to resolve handlers. See comments in EventHandlerImpl.scala.

Fix #2213 "fr:spell-checker causing "assertion failed" in XForms engine"

- this is another case of observing event in another scope, which we want to remove (#243)
- handling for now, but fr:spell-checker needs fixing
