On save, 1 always passed as version when reading attachments to draft

To reproduce, while logged in (for autosave to be enabled), open a form with a file attachment field, attach a file, wait for the autosave to happen, manually save, and an error dialog will show.

I also checked that the fix done for this doesn't break the versioning when doing a Push to Remote, i.e. that if we're publishing a form version 123, when doing a PUT on the remote, we tell the remote that the version is 123 for both the form definition and the attachments.
