Miser Project Wiki

This is a provisional effort as part of a search for convenient posting of project documentation in a hypertext.

This is the start of initial scaffolding. I am first dealing with how to clone and edit between GitHub wiki access/editing and a miser.wiki clone on my Windows 10 PC. The account of that is on the construction-folder cloning page.
