There are a number of important subroutines for testing a number of org
features, not just org-element, so these have to live in a different crate.

This crate is called testing as (a) it is a reasonable name, and (b) it is
the name of the corrosponding folder in the org source.

I have further investigated, and after looking closely at the candidate functions, I've decided that the functions are all either only needed because of the complexities of the emacs environment, which we avoid, or are for a specific bit of functionality out of scope for the parser (ex org-test-table-target-expect)
