I would not draw them, often proposed roads (also what is mapped in OSM) has no use at all.
It would be more useful to use available render space to distinguish between different surfaces of paths.
highway=proposed often represent projects that are clearly fictional, mismatch actual project, are of dubious utility, unverifiable on the grounds, often used to map projects that are not actually planned.
Actually, in Latvia users have started mapping proposed roads as "construction". Unfortunately, they end up fighting osm-carto, not benefiting from it.
