Imagine an organization that has restricted actions to specific actions...
A user (with org admin permissions), visits:
https://github.com/check-spelling-sandbox/forbidden-patterns-0/settings/actions
Actions permissions
Any action or reusable workflow can be used, regardless of who authored it or where it is defined.
The Actions tab is hidden and no workflows can run.
Any action or reusable workflow defined in a repository within check-spelling can be used.
Any action or reusable workflow that matches the specified criteria, plus those defined in a repository within check-spelling-sandbox, can be used. Learn more about allowing specific actions and reusable workflows to run.

The link Learn more about allowing specific actions and reusable workflows to run. isn't the link that this user needs.
There is a document https://docs.github.com/en/organizations/managing-organization-settings/disabling-or-limiting-github-actions-for-your-organization#allowing-select-actions-and-reusable-workflows-to-run that explains how to change the settings, but ideally there'd be a direct link from this screen to https://github.com/organizations/check-spelling-sandbox/settings/actions to enable the user to view/change the setting:
