why does my GitHub CoPilot chat code suggestions fail to provide any solution on multiple attempts. Sometimes it fails for 2-3 attempts and starts working ad hoc and sometimes the chat suggestions do not load at all.

we had used VS2022 as IDE for the demo

Gotcha, please use the "Report a Problem" feature in Visual Studio so that we can have more diagnostics to work with.
