Copilot chat should not treat double-colon as a formatting instruction

If you include "::" (the C++ namespace separator) in your prompt to Github Copilot Chat, it treats the double-colon sequence as a formatting instruction to toggle the text back and forth between normal and italics as it is displayed in the chat window history.

So a prompt like this:

how to pass an STL container of tensors to the torch::optim::SGD constructor?

ends up being displayed like this:

how to pass an STL container of tensors to the torchoptimSGD constructor?
