I'm trying to search for failures of a specific ruleset so I selected the ruleset and fail. The results are a logical OR of those conditions: I get all results that have the ruleset I specified and if failure occurred, regardless of if the failure was in the ruleset specified or a different ruleset. Setting the ruleset filter to "All rulesets" should yield those results. The way it works now changing the ruleset filter has no effect on the results.
Update: I also tried using Ruleset insights to search for rulesets that are bypassed and it is affected by the same logic issues. I cannot isolate PR's where a specific rulset was bypassed, only identify PRs were any ruleset is bypassed. The ruleset filter is useless. This is concerning, I need to report on this data to assess when bypassing rules is a behavior and not an exception.
