Description:

I created a .github repository in my organization and added a PULL_REQUEST_TEMPLATE.md file to it. Despite this, the template does not appear when I create a new pull request in any repository.

Steps Taken:

Created .github repository.
Added PULL_REQUEST_TEMPLATE.md with the following content:

<!-- Provide a summary of the changes or feature added.  (What? Why? How?) -->

## Related Issue

<!-- If this PR addresses an issue, please link it here (Issue number). -->

## Types of Changes

<!-- What types of changes does your code introduce? Select all that apply: -->

What might I be missing? Please guide me on what I am doing wrong.
