How do I create an archive with no executables, just a set of additional files?

In v1, one could just exclude all goos to do this ("archives.exclude.goos: *"), but now v2 spews out a random error about "only configurations files on version: 2 are supported, yours is version: 1 , please update your configuration". So how to do this in v2? And note that no filters nor exclude fields are present for archives in v2

Apparently by adding meta: true to the archive's description in archives will exclude build artifacts. But why is this not mentioned in the documentation?
