A module should be written to track users and provide a generic API to access users, perhaps with some kind of unique user id? TODO: expand on this.

tracking: Add user tracking module

Addresses #5. Incomplete as the module should also track channels,
allowing users to be looked up by channel (reverse of current) as well.
