Canned responses will not append, they only override response

In admin, when in standard text mode, not rich text mode, canned responses (even when append is checked), will delete current response and then add canned response.

I would disagree. I tested on the tip of the develop branch to recreate the issue

Well it's working fine for me now after the install of dev branch, so no idea what has happened, I'll leave it in your good hands to test before next release.
