I prefer to have it as ftplugin/erlang_refactor.vim

As /VIMPATH/ftplugin.vim says, it should load with no trouble: exe 'runtime! ftplugin/' . name . '.vim ftplugin/' . name . '_*.vim ftplugin/' . name . '/*.vim' ^^^
