The schema states that the default attribute defines

Whether this is a good default imagery for its area

Yet we have "default": true on Mapnik, MapQuest Open Aerial, and MapBox Satellite.

We're also converting it to <default>true</default> in the JOSM XML, which has a completely different meaning. There it is about if the imagery is shown in the list by default.

My inclination is to use "best": true to indicate when the imagery is the best source for an area, and keep "default": true for when imagery should be on the default list.
