Issue Conventions

The following labels aid in the function of the issue system as a todo list:
- feature request = a large-scale addition to the library
- minor enhancement = a small addition to an existing element
- low desirability = feature is slightly desirable, more desirable than features without label
- medium desirability = feature is more desirable
- high desirability = feature is highly desirable
- low priority = feature is a slight priority, should be resolved before in-depth use
- medium priority = feature is a medium priority
- high priority = feature is a high priority
