This PR adds quality declaration documents and (where necessary) basic README files too all packages in
traffic_editor.The message packages meet the requirements to be Quality Level 3. All source-code-containing packages are currently QL4.
We need to go over each declaration and discuss it, making sure we all agree on the arguments being made.
Once this PR goes in, we can make a list of tasks that need to be done to move the packages up to higher quality levels.
