How to enable/disable inspector explictily

Follow #185, I guess maybe Namazu can support the feature to control when to run the inspector explicitly.

As you see, if we enable fuse inspector, the TiKV may take at least 1h to start, this is too slow, so if we can disable the fuse inspector, we can start TiKV quickly, then enable the inspector again.

Does Namazu support it now? If not, is it fine to support it?

Yes, please refer to https://github.com/osrg/namazu/tree/master/example/yarn/4301-reproduce for example.

In this example, fault (10 minutes hang for file operations) is injected when SIGUSR1 is sent to nmz.
