Related to ossf#946. Modified here first to ensure there are no breaking changes, especially in
github/codeql-action/upload-sarif, which had a major-version change from v1 to v2 (it's v1 will be deprecated end of 2022).scorecards-latest-release.ymlandscorecards-head.ymlboth ran successfully in my fork.
