[MDEV-9479] oqgraph fails to build with boost 1.60

This is a patch to allow ubuntu yaketti compilation when boost's version is >= 1.6

I refactored the PR into 8e8ccc5

• committed using --author Vicentiu
• git commit subject line without ending dot
• patch description with 'Description:' and inlined with a dot on the empty line
• also fixed the changelog message a bit, but in future we can skip writing changelog in these commits and only update changelog at Debian release time (automatically by importing git log message subject lines)

I'll make note of the changes you've made so you don't have to do them next time. Wasn't aware of the dot (.) format requirements.
