For toplevel IDs on a page, we can generate redirects easily: #42

Or in other words, allow the source of redirects in cirodown.json to be a non-toplevel IDs.

With JavaScript, we can too though, just feed a map of input/output #old-ide to #new-id to all pages, and redirect in case it gets hit at page load.
