Prepared the code to add scattnlay to PyPI

This release includes Multiprecision and is ready to add scattnlay to PyPI.

Small bugfix for the second stable release

This release fixes some bugs in version 2.0.0.

Second stable release

This version of scattnlay has been ported to C++ and is greatly improved with respect to version 1.0. Some of the main changes are:

1. Implementation of PEC materials
2. Implementation of near-field calculations
3. Many bugfixes and small tweaks to improve speed.
