ci: Add missing tests after switch to parallel jobs

After switch to parallel jobs some tests
were missing due to way how filtering in autotest
works. Add additional jobs that filter the !ovn-northd
which is currently always present when the test calls
OVN_FOR_EACH_NORTHD.
