Add regions to gcp gcb

Summary:

• Added standardized regions and income groups to the Global Carbon Budget 2021 dataset. The new dataset will also use the updated version of the primary energy dataset (which does not change the dataset significantly).

Updated datasets:

• Global Carbon Budget - Global Carbon Project (2021) (to-do: update with version v2021).

Solved issues:

• Add regional groupings and income groups to CO2 dataset.

To-do:

• Use the approval tool on all relevant charts.
• Update OWID CO2 dataset (on a different PR).

Main changes:

• Fix minor bugs.
• Update referenced variable ids.
• Harmonize country names (keep some non-harmonized countries that are not included in our catalog).
• Add harmonized regions and income groups (keep some other regions that are not included in our catalog).
