Steps to reproduce

1. create a group called finance|owncloud
2. create a tag with this group. e.g. with the systemtags_management app or viacurl -u admin:admin http://localhost/owncloud-core/remote.php/dav/systemtags -d '{"name":"TagWithGroups","userVisible":"1","userAssignable":"0","userEditable":"1","groups":"finance|owncloud"}' -H "Content-Type: application/json"

Expected behaviour

the systemtags system should know that finance|owncloud is a legal group name and handle it

Actual behaviour

in systemtags the groups are separated by | so everywhere two groups are shown for that tag finance and owncloud
