[master branch] The group selection in "User Authentication" page doesn't work in

[sharidas]

Lets say admin created 3 user: user1, user2 and user3.

• admin created group group1.
• admin added user1, user2 and user3 to group1
• Now enable impersonate app
• Navigate to User Authentication page.
• Try to whitelist group1
• User cannot see any group.

Expected behaviour: Admin should be able to select the group to whitelist.
Actual behaviour: The spinner rotates and nothing gets populated in the drop down list.
