Userstory

As a user who receives a public link I want to be able to download multiple files as a archive

Acceptance Criteria

  • select multiple files
  • download those files as archive.tar

Context

it is important that also files that are shared publicly can be downloaded as archive, this is a requirement for Cern Stage 1 rollout. This is a addition to the existing implementation of archive downloads #5832 Currently archive downloads are only available for authenticated contexts.
