Normally, the max groups in an action selector would be the size of the table that is implemented with the action selector. However, if an action selector is shared across tables, all those tables would need to have the same size. This is potentially too restrictive. As discussed in the PSA WG meeting, we can remove this restriction by adding a max groups attribute to action selector instances.
