Allow creation of light-weight branches in the file system.

API

curl [-XPOST, -XPUT] localhost/branch/name?commit=<commit>

This issue also affects the api for /commit and /pfs. They will need to take a branch parameter.

This is present as of #6. The api was not quite as planned. Instead we now have 2 parameters that commands take branch and commit

curl [-XPOST, -XPUT] localhost/branch?commit=<commit>&branch=<branch>
